For most Canadian immigration pathways, the minimum IELTS requirement is CLB 7 — which translates to approximately 6.0 in each of the four skills (Listening, Reading, Writing, Speaking). However, the exact requirement varies significantly by program, province, and occupation.
Federal Express Entry Requirements
Express Entry manages three federal programs. Each has its own CLB minimum, and IELTS scores are converted using a fixed scale set by Immigration, Refugees and Citizenship Canada (IRCC).
| CLB Level | IELTS Listening | IELTS Reading | IELTS Writing | IELTS Speaking |
|---|---|---|---|---|
| CLB 10 | 8.5 | 8.0 | 7.5 | 7.5 |
| CLB 9 | 8.0 | 7.0 | 7.0 | 7.0 |
| CLB 8 | 7.5 | 6.5 | 6.5 | 6.5 |
| CLB 7 | 6.0 | 6.0 | 6.0 | 6.0 |
| CLB 6 | 5.5 | 5.0 | 5.5 | 5.5 |
| CLB 5 | 5.0 | 4.0 | 5.0 | 5.0 |
Requirements by Immigration Program
| Program | Minimum IELTS | Notes |
|---|---|---|
| Federal Skilled Worker (FSW) | 6.0 each band (CLB 7) | First language only |
| Canadian Experience Class (CEC) | 6.0 each band for NOC 0/A | 5.0 for NOC B |
| Federal Skilled Trades (FSTP) | 5.0 L/R, 5.5 W/S (CLB 5) | Trade-specific |
| Study Permit | 6.0 overall, varies by university | Per institution |
| Spousal/Dependent Visa | No minimum (sponsor may need) | Program-specific |
| Canadian Citizenship | No IELTS required post-PR | — |
Provincial Nominee Programs (PNP)
Each province sets its own IELTS minimums, often higher than federal requirements for skilled worker streams. Ontario's Human Capital Priorities stream and British Columbia's Skilled Worker stream typically require CLB 8 (6.5 in each band). Alberta, Saskatchewan, and Manitoba often accept CLB 7 for most occupations.
How to Check Your Readiness
Before spending time and money on an official test, getting a realistic estimate of your current level is the first step. If your estimate shows you're at 5.5–6.0, you likely need 4–8 more weeks of focused Writing and Speaking work before testing.

Is IELTS 6.5 enough for Canada Express Entry?
Yes, 6.5 in all four bands meets the CLB 8 requirement, which qualifies for most Express Entry streams including Federal Skilled Worker. However, higher CLB scores improve your Comprehensive Ranking System (CRS) points, which affect your invitation to apply.
What if I score below the minimum in one band?
IRCC converts each skill separately. If Writing is 5.5 but other skills are 7.0, your Writing is counted as CLB 6 — which may disqualify you from programs requiring CLB 7 in all skills. You must meet the minimum in every band, not just overall.
Does General Training count for Canadian immigration?
Yes. IRCC accepts both Academic and General Training IELTS for all immigration programs. General Training is often the better choice for immigration pathways since it has a less complex Reading section.
How often can I retake the IELTS for immigration purposes?
There is no limit to how many times you can take IELTS. IRCC accepts your most recent valid test score. Scores are valid for two years from the test date.
Can I use TOEFL or DET instead of IELTS for Canada?
IRCC only accepts IELTS General Training or CELPIP for most immigration programs (not TOEFL or DET). Duolingo English Test is not accepted for Canadian immigration.
